Noreen Norton brings her experience to clients in both the public and private sectors on a wide range of projects that generate economic growth and community development. She has extensive experience in development and analysis of tax increment financing (TIF) programs utilizing the full scope of the law in creating valuable public-private relationships. Her expertise is also sought regarding strategic planning and organizational structuring and market, economic and tax impact analyses.
Noreen serves as the Vice Chair of the Maine Downtown Center and served seven years on the Augusta Development Commission. She has also served as Director of the Capital Riverfront Improvement District, Director of Economic & Community Development for the City of Gardiner and as Associate Director of Economic & Community Development for the City of Augusta.
Noreen has a history of successful projects that create economic partnerships between businesses and communities including the Maine Yankee site Redevelopment Plan and Economic & Tax Impact Study in Wiscasset and Lincoln County; the Dirigo Pines retirement community in Orono; Downtown TIF Districts in Augusta and Richmond; the Affordable Housing TIF Development District in Augusta; and successful TIFs for Poland Spring Water Company in Hollis and Poland; Dragon Cement in Thomaston; RiverPlace in South Portland; Sensor Research in Orono and for businesses in Searsmont, Machias and Eustis.
