Business Growth Initiatives

  • Machias Savings Bank - Obtained Town and State approval for a TIF to assist in a $2.2 million central office expansion by the regional bank in the Town of Machias.
  • Pleasant River Lumber Company - Negotiated and obtained TIF to facilitate the construction of a $23 million softwood dimensional lumber sawmill. When fully operational, the project will create 75 jobs in the Town of Enfield.
  • PPSA-Oversees – Gained public approval of a TIF district in the Town of Searsport to support development of a Kaolin Clay processing facility by a Brazilian-owned company.
  • In the face of organized citizen opposition, we worked within the Augusta City ordinance review and approval process to defeat a one-way street that would have prevented a compliant business relocation.
  • Owner’s representative in design and construction negotiations and for a TIF in Caribou to assist in the redevelopment of a former department store into a government facility.
  • Moose River Lumber Company – Created and gained public approval of a TIF district in Moose River to facilitate a $6.5 million investment on-site at the current Moose River Lumber facility to augment operations with a new state-of-the-art planer mill. The project will improve the company’s competitive position in an international market and ensure that investment and jobs stay in the region.

Political and Government Relations Consulting

  • “No On #2 ” campaign in 2004 which defeated the ballot initiative banning bear hunting methods in Maine.
  • “CasinosNo!” campaign in 2003 which defeated the proposed casino in southern Maine.
  • Maine Ambulance Association – Instrumental in lobbying the Maine State Legislature to bring financial stability to ambulance services throughout Maine. In an environment of tight state budgets, the EPCG team worked with members of the Maine Ambulance Association in successfully securing the first MaineCare reimbursement rate increase for ambulance services in sixteen years. The membership was amazed and very pleasantly surprised at this accomplishment.
  • Land For Maine’s Future – Assisted the Land Bond Coalition in lobbying the Maine State Legislature to fund a bond initiative to maintain the Land For Maine’s Future program. The Coalition secured a $12 million bond issue that was overwhelmingly supported by Maine voters.

Local and Regional Economic Development

  • Town of Richmond – Created a Downtown Tax Increment Financing (TIF) District and development program; including the drafting of all application documents and public information materials. Ushered the application through the Town’s public process and Maine Department of Economic and Community Development approval.
  • Water Street Apartments Affordable Housing Tax Increment Financing (TIF) Development District – Worked with Realty Resources Chartered of Rockport, the City of Augusta and the Maine State Housing Authority to create an Affordable Housing TIF Development District in the heart of the capital’s downtown. This was the second Affordable Housing TIF Development District created in the State of Maine.
  • City of Belfast – In coordination with EMDC, in the process of creating a Downtown TIF District.

Community and Stakeholder Relations

  • Capital Riverfront Improvement District (CRID) – Assisted in the creation and implementation of the downtown planning and redevelopment strategy for a community development organization that partners State Government with the City of Augusta to promote Maine’s capital city.
  • YMCA Alliance of Maine - Organized efforts to assist the Alliance in taking a more proactive stance in the area of legislative lobbying both inside and outside the State House, including organizing a YMCA Alliance of Maine Advocacy Day in the Hall of Flags each session.
